In many cases, yes. The most common cause is a TCK clock that is too fast for the cable length, level shifters or test fixture. In Quintus you set the programming frequency freely or let it find a suitable clock at a keystroke — then Quintus shows every ALTERA device in the JTAG chain by name. If the error persists, check target voltage, ground and header pinout; we are happy to help you troubleshoot.
The longer the cable and the more devices in the JTAG chain, the lower the TCK clock should be. In our test setup we programmed and verified two ALTERA FPGAs over 2 m of cable at 1 MHz — without a single mismatch.
Yes. This is exactly where the adjustable programming frequency helps: you choose a slower, safe clock, and after programming Quintus compares every value written against the file.
